Site Contract Administrator w/ Field-Office Construction

Summary:
The primary responsibility of the Site Contract Administrator is to provide commercial oversight, procurement, coordination and contract administration for purchasing activities associated with Company's Capital Projects.
He/she is the key resource expert of construction and/or manufacturing process/equipment, engineering, CQ&V and other professional service contracts including local regulations, competitive markets, make buy analysis to facilitate contract negotiations.
He/she is experienced in evaluating data on suppliers, market initiatives and is accountable for recommendations to Company Purchasing Department on cost savings initiatives.
He/she interfaces with Company's representatives and site groups, including engineering, legal, project controls, HS&E, property accounting.

Skills:
He/she will support and facilitate the development of the Purchasing Plan and will be responsible for executing its implementation.
Responsibilities include, researching, negotiating, establishing terms and conditions, and administering manufacturing process/equipment contracts, engineering, construction, CQ&V and other professional service contracts, and vendor/supplier agreements to assure continuity of quality, supply and service at the best value for Company.
He/she shall provide early procurement involvement during the specification setting for the defined requirement, to ensure proper commercial viability.
Primary activities will include the planning, requisition review, supplier evaluation/recommendation, request for information/proposal/quotation preparation, contract preparation, and subsequent contract administration and management through to contract close-out.
He/she will provide the necessary expediting and tracking for the purchased goods and services during the entire procurement cycle.
He/she investigates and recommends programs and/or procedures involving cost reduction for assigned Capital Projects.
As Company's procurement representative, he/she oversees the Projects' architect/engineers' development of construction work and equipment packages during the design development phases, to ensure alignment with Company purchasing procedures and process.
During the Projects' procurement and construction phases, he/she oversees the construction managers' procurement of Subcontractor work-in-place and equipment purchases, operating within Company corporate and local-site procurement policies and procedures.
He/she works closely with the Project teams, including Company's purchasing personnel and the construction managers' procurement personnel to establish, integrate, control and maintain effective procurement processes.

Education:
Candidate must possess strong interpersonal and communication skills, demonstrated project management skills, effective negotiation skills, analytical and decision-making abilities.
He/she must be proficient in PC applications, including Microsoft Office Suite, as well as internet searches.
Previous experience in a position requiring negotiations and field-office construction experience are all requirements for this position.
Previous experience with electronic sourcing and purchasing systems is preferred
